It looks like it was decided that the 'experience' phenomenon was solely psychological. Part mass hysteria and delusion.

(Using terms like 'spiritual' places it into the category of personal psychological experience.)

That explains the laissez-faire attitude.

I guess there was a hope of narrowing down the phenomena into a category and applying a label. With some flaky mental exercises to help treat the experiencers. There may just be a prize involved for the discovery.

It looks like this is the unspoken understanding among shrinks and it wouldn't be the first time they tried to claim a real condition as purely psychological.

The amiguous wording is basically, "Don't stress them out any more than they are. If they think you're going to label them 'crazy', they won't talk about their experiences."

Later with the declassification of footage of advanced supposed alien craft it gained a bit more interest, and perhaps, credibility.

I have no doubt there are crazies out there, but that does not mean everyone is crazy.

I also have no doubt that the phenomenon has been studied behind the scenes in secret.

Think about the potential ramifications of misdiagnosing even one real contact experience.
